You receive a "Please run Setup.exe" error message when you try to run Vs_setup.msi (319713)

When you modify Vs_setup.msi, and then run the program on a computer that has not had Visual Studio .NET (VS .NET) installed previously, you receive the following error message:
"To install this product, please run Setup.exe. For other installation options, see the installation section of the Readme.htm."
When you modify Vs_setup.msi, and then run the program on a computer that has had VS .NET installed previously, you receive the following dialog box:
Please wait while Windows configures Visual Studio .NET {version}
The dialog box disappears with no user interaction.
CAUSE
You must install required programs, such as Windows Component Update, before you can install the VS .NET Development application.
RESOLUTION
Run Setup.exe, which is located in the root directory of VS .NET Installation Disk 1.
To repair an existing installation of VS .NET, do one of the following:
- Use Add/Remove programs in Control Panel.
-or- - Run Setup.exe from the root directory of VS .NET Installation Disk 1.
