PRB: Unable to Install Application Center 2000 Due to SetCLBIdentity (318495)

SYMPTOMS

When you attempt to install Application Center 2000, you may receive the following error message:
"Internal Error 2744. SetCLBIdentity, C:\Program Files\Microsoft Application Center\, "C:\Program Files\Microsoft Application Center\SetCLBIdentity.exe" The program experienced an internal error. If this condition persists, restart the application or contact your support personnel."
The setup log (\WINNT\AC_Setup.log) may contain the following information:

CAUSE

Application Center 2000 creates four COM+ applications in Component Services and sets the ACL_ComputerName account as the identity for these COM+ applications. The ACL_ComputerName account requires the Access this computer from the network user right to complete this task.

RESOLUTION

Because the ACL_ComputerName account does not exist prior to the installation, there is no way to explicitly grant the ACL_ComputerName account the appropriate user rights. Therefore, you must grant the Access this computer from the network user right to a built-in group of which new accounts are automatically members.

Before you install Application Center 2000, grant the Authenticated Users group the Access this computer from the network user right (which must be effective). Once the installation is successful, you can remove the user right.
