XCCC: "Conference at Capacity" Error Message Occurs Even Though Few Participants Have Joined a Conference (315356)

SYMPTOMS

The number of conference participants who are using the Data Conference Provider is limited to the maximum number of participants who can join the conference by using this provider. By default, this limit is set to 20 in Exchange 2000 Conferencing Server.

If a large number of participants are already in a conference and other participants continue to try to join, they may not be able to join the conference. This behavior may occur even if the maximum number of conference participants is set to a value that is much higher than the number of actual participants who have joined the conference.

In this situation, the participant who is trying to join the conference may receive an error message that states that the conference's capacity has been reached. Additionally, the following error message may be logged in the Data Conferencing Service log file:
1527,Client connection refused,Conference at capacity,.....

WORKAROUND

To resolve this issue, delete the conference, re-create the conference, and then ask the participants to join the conference again.

MORE INFORMATION

If you change the default limit for the number of conference participants, Microsoft recommends that you restart the Exchange 2000 Conferencing Server service. Make sure that no conference meetings are scheduled or running at the time that you restart the service.
