SYMPTOMS

When you download an object package (.rop) file or the site deployment report during a site deployment export or import, site deployment may fail, and you may receive the following error message:
Error: 0
Description: Failure in URLDownloadToCacheFile downloading URL
http://servername/NR/rdonlyres/ROP8D.ROP(HRESULT = -2146697210;
"The operation completed successfully.")

RESOLUTION

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem.
