A new mail message window does not open when you click a mailto link on a Web page in Outlook 2002 and in Outlook 2003 (312346)

SYMPTOMS

When you click a mailto link on a Web page, a new mail message window does not open. Instead, you may receive the Outlook Inbox or the following error message:
The command line argument is not valid. Verify the switch you are using.

CAUSE

This behavior is caused by a Windows file association issue with the URL:Mailto file type.

RESOLUTION

To resolve this issue, follow these steps, using the procedure that is appropriate for your computer operating system:
  1. On the Start menu, point to All Programs or Programs, point to Accessories, and then click Windows Explorer.
  2. In Windows Explorer, edit the file type:
    • For Windows XP or Windows Millennium:
      1. On the Tools menu, click Folder Options.
      2. On the File Types tab, click URL:MailTo Protocol, and then click Advanced.
      3. Under Actions, click Open, and then click Edit.
      4. Under Application used to perform action, type the following:

        "C:\Program Files\Microsoft Office\Office10\OUTLOOK.EXE" -c IPM.Note /m "%1"

      5. Click OK, and then click OK again.
    • For Windows 98:
      1. On the View menu, click Folder Options.
      2. On the File Types tab, click URL:MailTo Protocol, and then click Edit.
      3. Under Actions, click Open, and then click Edit.
      4. Under Application used to perform action, type the following:

        "C:\Program Files\Microsoft Office\Office10\OUTLOOK.EXE" -c IPM.Note /m "%1"

      5. Click OK, and then click OK again.
  3. In Internet Explorer, verify the e-mail program:
    1. On the Tools menu, click Internet Options.
    2. On the Programs tab, in the E-mail box, change the default mail program to Outlook Express, and then click Apply.
    3. In the E-mail box, change the default mail program back to Outlook, and then click Apply.
    4. Close the Internet Options dialog box.
    5. Click the Start button, click Run, type mailto:, and then click OK.
