XCCC: Error Message May Be Displayed with the Web Conference Scheduler (299577)

SYMPTOMS

When you attempt to schedule a conference with the Web Conference Scheduler, which is included with Exchange 2000 Server Service Pack 1 (SP1), you may receive the following error message:
The Conference Management Service denied your request due to a lack of permissions. Sending the message Error #46: Unable to schedule the specified conference.

CAUSE

This problem can occur because Microsoft Internet Information Services (IIS) version 5.0 and earlier versions (Microsoft Internet Information Server) do not use the Unicode encoding standard to authorize a user internally. A singe-byte character set (SBCS) must be used (for example, English) for the logon name if the conference server is used as an international server.

STATUS

Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.

MORE INFORMATION

IIS 5.0 and earlier do not use Unicode internally for the AUTH_USER variable. The authentication is being negotiated between the client computer and the Microsoft Security Support Provider Interface (SSPI) on the server. IIS is only functioning as a "go between" and passing the data between the client and the server.

This problem is a limitation of IIS 5.0 and earlier.
