You receive an error message when you try to make a virtual private network connection to a Windows 2000 Server-based computer from a Windows 95 or Windows 98-based computer (299387)

SYMPTOMS

When you attempt to make a VPN connection to a Windows 2000 Server-based computer by using a computer that is running Microsoft Windows 95 or Microsoft Windows 98, you may be disconnected, and you may receive the following error message:
Error 650 The computer you're dialing into does not respond to a network request. Check your server type setting in the properties of the connection.
Windows 2000 and Microsoft Windows Millennium Edition clients may be able to establish a VPN connection without an error.

CAUSE

This issue can occur if the external adapter on the Windows 2000 Server-based computer is not designated as first in the binding order. Note that the external adapter is the adapter that is connected to the Internet.

RESOLUTION

To resolve this issue, move the external adapter to the first position in the binding order:
  1. On the Windows 2000 Server-based computer, right-click My Network Places, and then click Properties.
  2. In Network and Dial-up Connections, click Advanced Settings on the Advanced menu.
  3. Click the external connection (the one that is connected to the Internet), and then move it to the top of the list.
  4. Click OK, and then close Network and Dial-up Connections.
