Query on OID of ifLastChange Always Returns 0 (296178)

When you query the Simple Network Management Protocol (SNMP) object ID (OID) iso.org.dod.internet.mgmt.mib-2.interfaces.ifTable.ifEntry.ifLastChange, the value is always returned as 0. For example:
snmputil get 192.168.0.8 public .1.3.6.1.2.1.2.2.1.9.1
Variable = interfaces.ifTable.ifEntry.ifLastChange.1
Value = TimeTicks 0
CAUSE
One of the events that causes ifLastChange to reflect a new value is a change in ifOperStatus. Changes in ifOperStatus are not causing ifLastChange to update.
