Visio2002: Metric Only Custom Transform Installation Ends Abruptly and Does Not Install Visio (294022)

SYMPTOMS

When you install Microsoft Visio 2002 by using a custom transform (.mst) installation file, the installation may end abruptly, and Visio is not installed.

When you run the custom transform installation, the Microsoft Visio installer dialog box appears and asks you to "please wait while Windows configures Microsoft Visio." The installation seems to be progressing, but the Microsoft Visio installer dialog box disappears after a few minutes, and Visio is not installed.

CAUSE

This issue can occur if the following conditions are true:

You use the Custom Installation Wizard to create a custom transform (.mst) installation file to install Visio.

The custom transform is configured to perform a "metric only" installation. For example, when you run the Custom Installation Wizard, the following Microsoft Office features are set as not available in step 6 (of 13:
Solutions (US units)
Add-ons (US units)
-and-
Your computer is configured to use the English (United States) regional setting.

The issue occurs because the English (United States) regional setting does not include metric units.

RESOLUTION

To resolve this issue, use one of the following methods:

Method 1: Use the NOLOCALECHECK=1 Setting in the Custom Installation Wizard

In step 12 of the Custom Installation Wizard, you can modify or remove existing Setup properties, or add new properties to be used during installation. You can use step 12 to instruct the custom transform to not check the Windows regional setting. To do this, follow these steps:

Rerun the Custom Installation Wizard to modify your custom transform installation file.
In step 12 of the wizard, click Add, and then type NOLOCALECHECK in the Name box.
In the Value box, type 1, and then click Finish.
Rerun the custom transform installation file to install Visio.

Method 2: Configure Microsoft Windows to Use the English (United Kingdom) Setting

Temporarily configure Microsoft Windows to use the English (United Kingdom) regional setting before you run the custom transform. To configure the regional setting in Windows, follow these steps:

Click Start, point to Settings, click Control Panel, and then double-click Regional Settings.
On the Regional Settings tab, click English (United Kingdom) in the Regional Settings list, and then click OK. Click Yes to restart your computer.
Rerun the custom transform installation file to install Visio. After Visio is successfully installed, you can change the regional setting back to English (United States) if you want to.
