OL2002: Send/Receive Progress Dialog Box Reports 100 Percent Complete at Start of Address Book Download (290017)

When you start Outlook offline and download an address book, the progress dialog box immediately reports that the download is 100 percent complete. During the download, Send/Receive progress stays at "processing" and Outlook provides no estimated time for completion.
