You cannot enable buttons in the "Choose Form" window in Outlook 2002 and in Outlook 2003 (288037)

In the Choose Form window, you click the Advanced button, and the Delete and Properties buttons are not enabled.
CAUSE
These buttons were designed for features that were available in pre-release versions of Outlook 2002. These features are not available in the final release of Outlook, but the buttons were not removed to reflect this.

There is no way to enable these buttons.
To access the Choose Form window, click the File menu, point to New and then click Choose Form.
