XCCC: Clients Automatically Send Video When Joining an H.323-Enabled Conference (281984)

After you clear the Automatically send client video at join time setting on the Video Conferencing Provider properties page, clients continue to automatically send a video stream when they join a conference with H.323 fallback enabled.
NOTE: If you clear the Automatically send client video at join time setting on the Video Conferencing Provider properties page, the restriction is observed.
WORKAROUND
To stop sending video, click the Pause button on the Local video window.
