SYMPTOMS

If a Quality of Service (QoS) program is running, the RSVP service is started. (The RSVP service is not started by default because its Startup type is set to Manual.) If this service stops abnormally for any reason, the service continues to restart every three minutes until you quit the QoS program. This behavior fills the event log by writing messages to the event log every three minutes.
