User Accounts Are Not Created When You Set a Password When a Password Policy Exists (276474)

SYMPTOMS

When you attempt to create a user object and set the password in Active Directory by using the Active Directory Management Agent (ADMA), the following error message appears in the operator's log:
ERR_00 0728 00/10/03 15:02:42.141 (AD-MA_dataFlowFromMdToAd) AD returned 53 = 'Unwilling To Perform' for operation on object CN=Carol Bell, CN=MMSUsers,DC=NWTraders,DC=com

CAUSE

The ADMA first attempts to create the user with a blank password. Next, it resets the password value based on the configuration of the management agent. If a Password Group Policy object (GPO) is in place, the blank password that is initially set does not meet the minimum requirements of this GPO. This causes the user-creation process not to succeed.

RESOLUTION

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. This fix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next version of Microsoft Metadirectory Services that contains this hotfix.
