XADM: Rule Does Not Start When Mail Is Sent to Rule-Enabled Public Folder Addressed in Bcc Box (273095)

If you configure rules that act against a public folder, some of those rules may not start properly.
When mail is sent to a public folder and a rule is configured with the public folder name in the "sent to" condition of the rule, the rule may not run properly. This behavior occurs when the rule action is to delete or forward messages.
The rule starts properly if the folder's name is in the To or Cc boxes of the message, but the rule does not start if the folder's name is in the Bcc box of the message.
STATUS
This behavior is by design.
