Cannot Use PPP Over ATM to Connect After First Call Is Closed (271701)

SYMPTOMS

After you make an initial Dial-Up Networking connection on an Asynchronous Transfer Mode (ATM) adapter and then end the connection, additional attempts to connect may not work, and you may receive the following error message:
Error 602: The modem is being used by another Dial-Up Networking connection or another program. Disconnect the other connection or close the program, and then try again.

CAUSE

This problem can occur because when the Point-to-Point Protocol (PPP) connection is terminated, the local portion of the virtual circuit is not closed.

RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.
