Norton AntiVirus 7.0 Corporate Edition Prevents Upgrade (267782)

SYMPTOMS

When you try to upgrade to Windows 98 Second Edition or Windows Millennium Edition (Me), you may receive the following error message and Setup may not finish:
Setup Detection Message

Message SU0013

Setup cannot create files on your startup drive for Windows Millennium Edition.

If you have HPFS or Windows NT file system, you need to create an MS-DOS boot partition. If you have LANtastic server or SuperStor compression, disable it before running Setup.

CAUSE

This issue can occur if you are running the Norton AntiVirus 7.0 Corporate Edition and the "File System Realtime Protection" feature is enabled. The "File System Realtime Protection" feature may prevent Windows Setup from being able to write files that are required for Setup.

RESOLUTION

To work around this issue, disable the "File System Realtime Protection" feature or uninstall Norton AntiVirus 7.0 Corporate Edition before you run Setup.
