BUG: HOMEDRIVE and HOMEPATH Environment Variables Not Set in Windows Installer (266382)

When you use the system environment variables HOMEDRIVE or HOMEPATH in a Windows Installer installation package, you may receive an error
message like this one during the installation:
2343 - Specified path is empty CAUSE
This is due to a bug in the Windows Installer environment variable retrieval code. This bug is only present on Windows 2000 and does not apply to Windows NT 4.0.
