SYMPTOMS

After you connect to your Internet Service Provider (ISP) and establish a Virtual Private Networking (VPN) connection, the VPN connection icon may display a connection speed that is as low as 9600 bits per second (bps). This behavior may occur even if the actual connection speed is higher than the displayed connection speed.

CAUSE

This behavior occurs because the connection speed that is displayed for the VPN session only displays the speed that is used during the authentication and/or handshake process. Because of this, the speed that is displayed is not the actual connection speed, which for a VPN connection is slightly less (for encryption processing) than actual connection speed.

STATUS

This behavior is by design.

The connection speed that is displayed is only an estimate. Even though a connection speed may seem too high or too low, it typically does not impact performance, and should not be cause for concern. There are no settings or registry entries that can be manipulated to change what is returned as the connection speed for VPN as it is based on the amount of time it takes for the handshake negotiation.
