OL2000: (CW) Out of Memory or System Resources Opens the Security Tab in Outlook (263533)

NOTE: The procedures in this article only apply if you have installed Outlook with the Corporate or Workgroup option. With this option, you can use Messaging Application Programming Interface (MAPI) services. To determine your installation type, click About Microsoft Outlook on the Help menu. If you have the Corporate or Workgroup installation, you see "Corporate or Workgroup".

SYMPTOMS

After you click the Setup Secure E-mail button in the Security tab of the Options dialog box in Outlook, you may receive the following error message:
Out of Memory or system resources. Close some windows and try again.
This occurs even if the memory usage it is not very high, and all programs are closed.

CAUSE

This behavior can occur if you do not have Microsoft Outlook Express installed. There are certain features in Outlook that rely on Outlook Express files.

RESOLUTION

To resolve this behavior, add Outlook Express to your computer. To do this:
  1. Click Start, point to Settings, and then click Control Panel.
  2. Double-click Add/Remove Programs.
  3. Click to select the Microsoft Internet Explorer 5 and Internet Tools check box, and then click Add/Remove.
  4. Click Add Component, and then click OK.
  5. Scroll through the list, and then click to select the Outlook Express check box.
  6. Click Next, click Yes, click Next, and then click Finish.
Test the functionality of Outlook after you restart your computer.
