OL98: Outlook Continues To Run After You Quit Outlook (263530)

Outlook continues to run and appears in the Close Program dialog box after you quit Outlook.
CAUSE
This problem may occur when you implement the IOutlookItemEvents interface and return the E_FAIL return code from the OnOpen method. The E_FAIL return code indicates that you do not want the item to be opened. After this occurs, you can reply to a message normally and you can use Outlook normally.
When you quit Outlook, it appears to quit as expected, but it does not. You can see the Outlook.exe file in Close Program dialog box which means that Outlook is still running. You must terminate the process in the Close Program dialog box. To do this, press CTRL+ALT+DELETE, click the Outlook.exe file, and then click End Task.
RESOLUTIONA supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article.
