SYMPTOMS

When you create a folder or a shortcut on the Links toolbar in Internet Explorer, you can manually arrange the folder or shortcuts to be displayed in a particular order when you open the Links toolbar from the Favorites menu in Internet Explorer. However, when you view the Links folder in Windows Explorer, the changes are not displayed and you cannot manually sort the folder or shortcuts in the folder.

WORKAROUND

Create the folder in the Favorites folder.

STATUS

This behavior is by design.
