Error Message When You Attempt to Start Licensing Manager in Administrative Tools (263162)

SYMPTOMS

When you try to start Licensing in Administrative Tools, the following error message may be displayed:
To open Licensing, you must be an administrator of the domain on which license information is stored for your network. If you are the server's administrator, use the Licensing option in Control Panel to manage Licensing on this server.

CAUSE

This behavior occurs because more than one protocol is installed and the binding order is incorrect. This can prevent the application from resolving the server properly.

RESOLUTION

To resolve this problem, adjust the binding order so that the local area connection is the primary connection and TCP/IP is the primary protocol:
  1. Click Start, point to Settings, click Control Panel, and then double-click Network and Dial-up Connections.
  2. On the Advanced menu, click Advanced Settings.
  3. In the Connections box, click Local Area Connection, and then click the arrow on the right side of the dialog box to move the item to the top of the list.
  4. Click Internet Protocol (TCP/IP) under the Files and Printer Sharing for Microsoft Networks section, and then click the arrow on the right side of the dialog box to move the item to the top of the list.
  5. Click OK.
  6. You may have to restart the server for these changes to take effect.

STATUS

Microsoft has confirmed this to be a problem in Microsoft Windows 2000.
