In Exchange 2000 Server, a user can be granted the "Receive As" right on the mailbox store object. This right allows the user to log on to any mailbox in that mailbox store.
MORE INFORMATION
This right is not granted by default to Exchange Full Administrator or Administrator at the organization or the Administrative Group level.
This right cannot be granted on the Public store object.
