PRB: SQL 7.0 Failover Wizard Error when Updating Binaries on Cluster (248380)

While executing the SQL 7.0 Failover Cluster Wizard, you receive the following error:
The SQL Server binaries could not be updated. Please close all
applications including SQL Manager and the Control Panel on both
nodes before pressing 'retry'.
Make sure that you close the SQL Service Manager from the icon tray on both systems. To close the Service Manager, right-click on the green triangle (or the red square if stopped) in the icon tray next to the clock, and then
click Close.
Once the SQL Service Manager is closed, you can click <Retry> in the error message dialog box.
CAUSE
When SQL 7.0 installs it automatically puts the SQL Service Manager in the Startup group. So, each time you logon the system that SQL application starts.
WORKAROUND
Be sure only the minimum services are running as outlined in the Microsoft Knowledge Base article:

and that you are logged on the server with a user account, which has the following rights and is part of the Local Administrators group:
- Act as part of the operating system.
- Logon as a service.
- Logon locally.
