Unlike Microsoft Windows NT Server 4.0, Terminal Server Edition, the administrator is not prompted to select "All users" or "This user" when using the Add Remove Programs tool in Windows 2000 Terminal Services. Also, if you run a Setup.exe or Install.exe program, you are prompted to use the Add Remove/Programs tool if you have not run the change user /install command.

Running any program other than Setup.exe or Install.exe may result in a program that will work only for the user who installed it.

Terminal Services for Windows 2000 can also run in Remote Administration mode. This mode allows the server minimal performance impact when the administrator only wants to be able to remotely control the server. In this mode, the change user /install command or running the Add/Remove Programs tool has no effect.

You can change the mode from Remote Administration mode to Application Server mode by removing and reinstalling the service. However, when you install in Application Server mode, you need to reinstall all programs so they will run properly. This applies if you were previously running Application Server mode, switched to Remote Administration mode, and go back to Application Server mode.

If you switch from Remote Administration mode to Application Server mode, you also need to install the Application Compatibility scripts for any programs that are not natively multiple-user aware.
