SYMPTOMS

A 16-bit MS-DOS console application runs in a command window. When you shut down this application, the following error message may be displayed:
Windows cannot end the program. It may need more time to complete an operation.

CAUSE

When you shut down the application, the MS-DOS command window does not respond to the System menu Close item or the title bar Close button.

RESOLUTION

To work around this behavior, cancel the shut down process. Close the command window, and then shut down the computer.

Steps to Reproduce Behavior

  1. On the Start menu, click Run.
  2. Type command and press ENTER.
  3. Type edlin my.txt and press ENTER.
  4. On the Start menu, click Shut Down, and then click Restart.
Notice that Windows returns the error message noted in the "Symptoms" section.
