SYMPTOMS

If you make changes to user rights from the Policies menu in the User Manager for Domains tool, you may receive an error message stating that administrators cannot be removed from the "Log on the locally" right.

CAUSE

This behavior can occur if you use a non-compatible version of the User Manager for Domains tool (Usrmgr.exe) in Windows 2000. This behavior is known to occur with Usrmgr.exe dated 08/09/96 with time of 01:30 A.M. and a size of 299,280 bytes.

RESOLUTION

Use a version of Usrmgr.exe that is compatible with Windows 2000. The version of Usrmgr.exe included with Windows NT 4.0 Service Pack 4 and later is compatible with Windows 2000. A version of User Manager is included on all Windows NT 4.0 Servers (click Start, point to Programs, and then point to Administrative Tools), and can be installed on Microsoft Windows NT Workstation, Microsoft Windows 95, and Microsoft Windows 98 from the Clients\Srvtools folder on the Windows NT Server CD-ROM.

STATUS

Microsoft has confirmed that this is a problem in Windows 2000.
