Error Message: WinSock Proxy Client Is Not Installed Correctly (233029)

SYMPTOMS

When you start the WinSock Proxy Client 2.0 tool in Control Panel, you may receive the following error message:
WinSock Proxy client is not installed correctly.
You may also experience unreliable connections with WinSock Proxy Client programs, such as Microsoft Outlook Express mail and news accounts.

CAUSE

This behavior can occur if WinSock Proxy Client 2.0 was not installed in Terminal Services installation mode.

RESOLUTION

To resolve this issue:
  1. Use the Add/Remove Programs tool in Control Panel to remove WinSock Proxy Client.
  2. Reboot the computer.
  3. At a command prompt, type change user /install, and then press ENTER.
  4. Reinstall WinSock Proxy Client 2.0.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
