CAUSE

This behavior can occur if you selected the "Only for myself" option when you created the VPN connection.

RESOLUTION

To resolve this issue:
  1. Log onto the Windows 2000-based computer using an account with local administrator privileges.
  2. Click Start, point to Settings, and then click Network and Dial-Up Connections.
  3. Double-click Make New Connection.
  4. Click Next, click Connect to private network through the Internet, and then click Next.
  5. Type the host name or IP address of the VPN server, and then click Next.
  6. Click For all users, and then click Next.
  7. Follow the rest of the instructions to finish the wizard.
  8. Log off of Windows 2000. The new VPN connection should be available for logging on using Dial-Up Networking.
