SYMPTOMS

When you install the Windows Installer files, the following registry keys below

HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Installer

are reset to a value of 0 (zero):
  • AlwaysInstallElevated
  • DisableBrowse
  • DisablePatch

CAUSE

For security reasons, the Windows Installer Setup (Instmsiw.exe) always resets these registry values to 0 (zero). This only occurs when you are installing the Windows Installer, and not when the Windows Installer needs to run.

MORE INFORMATION

The Windows Installer System Policy template provides the following setting for the Windows Installer under both Default Computer and Default User:

Always install with elevated privileges

When this policy is implemented, the following changes are made to the registry:
  • HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Installer The AlwaysInstallElevated value is set to 1.

  • HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Installer The AlwaysInstallElevated value is set to 1.

If the AlwaysInstallElevated value under

HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Installer

is reset to 0 when you install the Windows Installer, it reverts to 1 the next time you log on, if you have the above system policies in effect.
