Installing OSE onto a BDC Fails to Create Windows NT Groups (228681)

SYMPTOMS

When you install the Office 2000 Server Extensions to a backup domain controller (BDC), you receive the following error messages:
To allow all users to have browse access to your web, the account used for anonymous logons by your web server must be a Windows account.

The user or group, ServerName_Admins, is unknown
The user or group, ServerName_Authors, is unknown
The user or group, ServerName_Browsers, is unknown
The user or group, ServerName_Collaborators, is unknown
The system returned the following unexpected error: 1332

Where ServerName is the name of the Web server.

NOTE: Setup fails to create the local account groups.

CAUSE

The Office Server Extensions (OSE) and Internet Information Server (IIS) are unable to create local machine groups or users onto the BDC.

WORKAROUND

You must create the user groups manually, prior to installing the OSE.

For instructions on creating user groups, please consult your server's documentation, as this procedure varies depending on your version of Windows.

MORE INFORMATION

The first error message (as follows) occurs because IIS cannot create the IUSR_ServerName group during the installation:
To allow all users to have browse access to your web, the account used for anonymous logons by your web server must be a Windows account.
IIS also returns an error message when it sets up the Web Service.

The following four error messages occur because FrontPage either fails to create the groups, or fails to set the ACLs on the Web root because the groups do not exist:
The user or group, ServerName_Admins, is unknown
The user or group, ServerName_Authors, is unknown
The user or group, ServerName_Browsers, is unknown
The user or group, ServerName_Collaborators, is unknown
The final error message (as follows) occurs because the Server Extensions try to set ACLs on the Scripts1 directory, and fails because the groups do not exist:
The system returned the following unexpected error: 1332
BDCs do not have a set of their own local groups, they use the groups that are located on the primary domain controller (PDC). These groups are then replicated to all BDCs from the PDC.
