"Option Is Not Available in This Country" Error Message When Starting Internet Explorer (227606)

SYMPTOMS

When you double-click the Internet Explorer icon on your desktop, you may receive the following error message:
This option is not available in this country, could not locate service

CAUSE

This behavior can occur if the setting in the Internet Explorer Default Icon Class ID (CLSID) registry key is incorrect.

RESOLUTION

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To resolve this behavior, use Registry Editor to modify the Default Icon value data for the following keys:

HKEY_CLASSES_ROOT\CLSID\{871C5380-42A0-1069-A2EA-08002B30309D}\shell\OpenHomePage\Command\Default

HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{871C5380-42A0-1069-A2EA-08002B30309D}\shell\OpenHomePage\Command

The Default Icon value data is the full path to Internet Explorer. For example, if you installed Internet Explorer in the C:\Program Files\Internet Explorer folder, the Default Icon value data would be:

C:\Progra~1\INTERN~1\Iexplore.exe
