SYMPTOMS

When you start your Windows 2000-based computer, you may receive the following error message:
System Process - Unable to Load Device Driver

\SystemRoot\System32\DRIVERS\ipsec.sys device driver could not be loaded.
Error Status was 0xc0000034.

CAUSE

This issue can occur if the Tcpip.sys file is damaged or is missing. IP Security (IPSEC) is dependent on the TCP/IP protocol.

RESOLUTION

To resolve this issue, replace the damaged or missing Tcpip.sys from the Windows 2000 CD-ROM, or remove and then reinstall TCP/IP.
