SYMPTOMS

If you have an active scope that is actively serving leases, the monitoring function comes back with a zero in use when you disable the scope, even though users may still be using an address from the scope.

CAUSE

The monitoring tool does not actively search the network for users of IP addresses within a scope. It looks at the scope and determines the number of active leases. If the scope is disabled, nobody can actively use a lease within that scope. Upon re-registration, the IP address are released, and a new active registration is made.

STATUS

This behavior is by design.
