When you set a limit on the size of outgoing e-mail messages, some users may still be able to send e-mail messages that exceed the limit that you set.
CAUSE
This behavior occurs when you use a Post Office Protocol (POP3) or Internet Mail Access Protocol 4 (IMAP4) client.
