Installation Fails When DLL File Attributes Are Read Only (201729)

SYMPTOMS

When you install Internet Explorer 4.0 using the Internet Explorer Administration Kit (IEAK), setup fails and the following error message occurs:
Setup was unable to download all the required components for this installation. The Internet is likely busy. Please try setup again later and select Smart Recovery to continue downloading.
This error occurs when Active Setup attempts to download the files from the server.

CAUSE

Installation fails if any of the following files are set to read only:
  • Oleaut32.dll
  • Advapi32.dll
  • Comctl32.dll
  • Msvcrt40.dll
  • Url.dll
  • Shlwapi.dll

RESOLUTION

Check each file for read-only attributes. If any of the files listed above are set to read only, clear the read-only flag and restart the computer.
