SYMPTOMS

When you start the Internet Connection Wizard, you may receive the following error message:
Failed to load the Internet Connection wizard helper component.

CAUSE

This behavior can occur if the Tapi32.dll file in the Windows\System folder is missing or damaged, or if the Icwhelp.dll file in the Program Files\Internet Explorer\Connection Wizard folder is missing or damaged.

RESOLUTION

To resolve this issue, extract a new copy of the damaged or missing file from your Windows 98 CD-ROM to the appropriate folder using the System File Checker tool. For information about how to extract a file using System File Checker, see the following article in the Microsoft Knowledge Base:
