Loss of Desktop After Logon When Using a Filter Gina.dll (189290)

After you log on, there are no icons displayed on the screen and the only
options are to log out or shut down the server.
CAUSE
This problem may occur when running a filter Gina.dll. The problem is
caused by a race condition in Winlogon which causes the default desktop to
be Winlogon.
