When you attempt to open a Microsoft Publisher 1.0 file in Microsoft
Publisher 98 you receive the following error:
Publisher cannot open the file.
CAUSE
Publisher 98 does not ship with a converter that reads Publisher 1.0 files.

and product design. You are invited to submit suggestions by filling out

WORKAROUND
Use one of the following methods to migrate your content to Publisher 98.
Method 1: Recreate the Document in Publisher 98
NOTE: If you have both Publisher 1.0 and Publisher 98 installed on your
computer, you will not be able to copy items from Publisher 1.0 to
Publisher 98. Instead, you must recreate the publication in Publisher 98.
Method 2: Save the Publisher 1.0 File In a Later Version of Publisher
Open the Publisher 1.0 file in Publisher 2.0, 3.0 or 97. Save the file from
the later version of Publisher and then open it in Publisher 98.
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of
this article.
