Time Zone Is Requested During Windows 98 Installation (182747)

When you install Windows 98, you may be prompted for your time zone. This
may occur after Setup begins copying files - at this point, you do not
normally have to provide any more input for the installation to finish.
CAUSE
This behavior can occur if you perform a clean install, or install to a
different folder than your existing Windows 95 folder. If you do so, there
is not an existing registry that contains this information, so Setup is
unable to determine the time zone.
RESOLUTION
To work around this issue, use the appropriate method:
Install Windows 98 Using Windows 95
Install Windows 98 using Windows 95 instead of installing from a command
prompt. If you want to install from a command prompt, install to an
original Windows 95 folder.
Install Windows 98 Using an Msbatch.inf File
Install Windows 98 using an Msbatch.inf file that contains the proper
value for "TimeZone" in the [System] section of the file.
