The Generic Service resource DLL changes the startup type of the service it
controls to SERVICE_DEMAND_START, which is the value for manual startup.

This behavior is by design.

The state that Cluster Server records for a resource should be consistent
with the real state of the resource. If a service is set to automatically
start, the system will try to start the service during system startup. This
happens even if Cluster Server believes the resource is offline. To avoid
this inconsistency, the generic service resource type sets the service to
manual start so that it will only run when it is started by Cluster Server.
