  1. Start your Web browser and connect to the Internet.
  2. Start Microsoft Publisher 98 and create a new publication.
  3. On the Insert menu, point to Picture, and then click Clip Art.
  4. In the Clip Gallery dialog box, click Clips Online.
  5. On the Design Gallery Live Web site, click License on the toolbar.
