OLEXP: Download All Command Sends Messages in Outbox (173795)

When you click Download All on the Tools menu to download your mail
messages, messages in your Outbox that you specified to send at a later
time are sent.
RESOLUTION
To work around this problem, drag any messages you do not want to send
from the Outbox to another folder before you click the Download All
command. You can move a message back to the Outbox by double-clicking a
message to open it, and then clicking Send on the toolbar.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Outlook Express.

the Microsoft Knowledge Base as it becomes available.
MORE INFORMATION
If you specify that you do not want your messages sent immediately when
you click Send, they are moved to the Outbox until you click Send or Send
And Receive on the Tools menu. Messages waiting to be sent in the Outbox
are automatically sent when you click the Download All command.
