TMGR: Unique ID Starts with 2 for First Person (155550)

Microsoft Team Manager assigns the number 2 as the Unique ID for the first
person you add to a team file instead of the number 1.
CAUSE
The Unique ID number 1 is reserved for the unassigned person, "who" always
exists and can never be deleted from a team file. Microsoft Team Manager
allows you to assign an unidentified person labeled "unassigned work" to a
task.
