TMGR: Deleted and Rejected Subtask Put at Bottom of Task List (149812)

When a subtask is deleted and the task update is rejected, the subtask is
added back to the team file at the bottom and not with its original summary
task.
CAUSE
When a subtask is deleted from the team manager's task list, all
information about that task is lost. The only information remaining is
contained in the update message sent to the team member. When it is
rejected and sent back to the team manager, the team manager has the option
to accept or reject the rejection of the subtask deletion. If it is
accepted, the task in reinserted in the plan, but at the bottom of the
list.
The information about the subtask is only contained in the update message.
No outlining information is contained in the message. The task cannot be
replaced in its original position so it is added to the bottom of the
list.
WORKAROUND
Instead of deleting the task, remove the person from the task and send an
update message to the person. If the person accepts his removal from the
task, then delete the task.
