XADM: Bulk Import Fails to Create WinNT Accounts for Users (147278)

The Microsoft Exchange Administrator program will produce an error in the
event log when you do a Directory Import with the Create Windows NT Account
option selected if one of the following two situations are true:
- If the import file object OBJ-USER contains a predefined Windows NT
group (that is, Administrators, Domain Users, etc.)
-or-
- If the account specified for the OBJ-USER object is a system account
that already exists.
The error in the event log is:
Event ID: 251
Source: MSExchangeDSImp
Description: Unable to create a Windows NT account for user XXX (where XXX
is the user specified in the .CSV file).
The Exchange account is also not created at this time.
RESOLUTION
If you import a file that matches one of the two situations above, the
Create Windows NT Account option should be turned off before running
import.
STATUS
Microsoft has confirmed this to be a problem in Exchange version 4.0 for
Windows NT. We are researching this problem and will post new information
here in the Microsoft Knowledge Base as it becomes available.
