If you try to drag and drop an object directly from the Publisher Design
Gallery into another program (for example, Word, WordPad, or Microsoft
Excel) and the object is a text-only or graphics-only object, the
object should move successfully.
However, you cannot drag and drop an object that is a composite object
directly from the Design Gallery to a program other than Publisher 3.0 or
97. (A composite object is one made up of more than one type of element--
for example, a pull quote made up of both a text frame and a picture.)

This limitation occurs because of the way that Design Gallery translates
the formats that Publisher uses into other programs' formats. As a result,
you can drag and drop a text object or a picture (graphic) object from the
Design Gallery but not an object that is a combination of both types.
If you find you can't drag and drop an object directly from Design Gallery
into another program, first insert it into a Publisher document and then
drag and drop it from there into the other program.
(Note: Once this is done, you should not attempt to edit the object in the
destination program. It will result in having to redrag and redrop the
object.)
You can also copy the design to the Clipboard and then click Paste Special
on the Edit menu in your other program. You can then paste it in your other
program as a metafile.
