When you try to use the Data Labels command on the Edit menu in Microsoft
Works, the command is unavailable (dimmed).
This occurs if you try to use the Data labels command with any chart
formatted as three-dimensional (3-D).

This limitation is by design.

To use the Data Labels option follow the steps below for your version of Works.
Works 3.0
On the Gallery menu, click a chart type from the top part of the
list. For example, do not click 3-D Area, 3-D Bar, 3-D Line, or 3-D Pie.
Works 4.0 and Later
On the Format menu, make sure 3-D is not selected.
