Firmware code changes for V6.1 were made to address a problem, not often

seen, on AS4x00 systems booting the OpenVMS operating system.  The problem is

seen as a failure of CPU3, in a four CPU configuration, to start and its

subsequent failure to join the active set under OpenVMS.   A boot/reboot will

result in a cpu sanity or cpu spinwait timer expired bugcheck depending upon

which version of OpenVMS is in use.  The failure of CPU3 to start does not

affect the running of the system, as it is not included in the active set of

CPUs under the operating system.
